NOTICE OF RACE
Organisation
1.1 The Volkswagen Touareg King Of Cowes At Skandia Cowes Week Regatta will be organised by Total Race Control (TRC), in co-operation with Performance Sailcraft Europe Ltd and the Laser SB3 Class Association.
2. Rules.
The regatta will be governed by the current ISAF Racing Rules of Sailing, the Prescriptions of the RYA, the Bye Laws of ABP Southampton, Laser SB3 Class Rules, this Notice of Race and the Sailing Instructions.
In the event of conflict the Sailing Instructions shall prevail (Changes RRS 63.7)
3. Advertising
3.2 The event is classified Category ‘C’ according to ISAF Regulations 2005-2008
4. Eligibility & Entry
4.1 The Regatta is open by invitation of the organisers only, to the champions of selected classes at Skandia Cowes Week 2007 as described below competing in Laser SB3s fulfilling the Class Measurement Rules.
4.2 Any change of crew must be agreed by the PRO/Race Committee before the event.
4.3 A signed statement of responsibility from an adult, who will be present at the Event, will be required for those crew aged sixteen (16) years or less.
4.4 The winning helm or skipper of the White and Black Groups and the winning helm or skipper of those classes defined in the Notice of Race for Skandia Cowes Week 2007 will be invited to compete. The classes defined in the Notice of Race are as follows.

4.5 Only the helm or skipper of the winning vessel of each invited class can compete and helm for the crown.
4.6 Laser SB3s will be provided to the
competing helmsmen by their owners who will be invited to take part
by the organisers.
4.7 SB3 boat and skipper allocation shall be decided through an independent draw.
4.8 The SB3 class winner will also be allocated to an SB3 in the same draw as all competitors to prevent an unfair advantage.
The invited helm and SB3 owner of the competing SB3 shall make up the core of the crew, the remaining crew members shall be appointed at the discretion of the qualifying helm/skipper.
The King of Cowes At Skandia Cowes Week event is not designated a “Premier Event” as described in Class Rule 6.2
Crew Numbers & Weights – Class Rule 6.1 will apply.
It is a condition of entry that all boats will be fitted with a tracking device for the King of Cowes At Skandia Cowes Week event. No requests for redress will be entertained for any reason in connection with carrying this equipment, and information gathered by the equipment will not be available for any other purpose including evidence for any protest.
5. Classification
5.1 The ISAF Sailor Classification Code will not apply
6. Entry & Fees
6.1 Entries shall be submitted to Performance Sailcraft Europe Ltd.
6.2 There shall be no fee to enter the Volkswagen Touareg King of Cowes At Skandia Cowes Week.
6.3 Entries close on Friday 30th May. No late entries will be accepted.
7. Schedule
Boat registration, scrutineering and event branding will take place at Shepard’s Wharf Marina, Cowes on Thursday 31st July from 1700-2100 hours
Crew weighing will take place at the following times and venues
Shepard’s Wharf Marina, Cowes, Thursday 31st July from1700-2100 hours
Cowes Yacht Haven Event Centre, Friday 1st August from 0800-0845 hours
7.4 Competitors briefing will take place on Friday 1st August at 0815 at Cowes Yacht Haven Event Centre.

9.0 Safety
9.1 Competitors must comply with Laser SB3 Class Rule 6.4 and each boat may be subject to re-inspection before or after any race at the discretion of the event Race Committee, the Laser SB3 Association measurer or their appointed scrutineers.
10.0 Sailing
Instructions
10.1 The Sailing Instructions will be available after 1700 on Thursday 31st July at registration.
11.0
Venue
All competing boats will be moored at Shepard’s Wharf Marina, Cowes.
Racing will take place in the central Solent.
12.0 The Courses
12.1 The course to be sailed will be a combination of windward-leeward configurations and “Round the Cans” with fleet racing. A laminated course card will be provided with the Sailing Instructions.
13.0 Penalty System
13.1 Rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.
14.0 Protests
14.1 An International Jury will be appointed for this regatta.
15.0 Scoring.
15.1 The Low Points Scoring system will be used as follows.
15.2 Three (3) races are scheduled of which one will constitute a series.
15.3 RRS Appendix A2 is amended in that all scores will count regardless of the number of raced completed.
16.0 Support & Press Boats
16.1 Support and press boats shall be identified as decided by the organisers and may be subject to controls whilst in the race area which will be published by the organisers by 1st July 2008.
17.0 Berthing
17.1 Berths will be provided at Shepards Wharf Marina, Cowes, and paid for by Volkswagen
17.2 Boats shall be kept in their assigned places in Shepard’s Wharf Marina, Cowes. Details of berth allocation will be provided at Registration.
17.2 All boats must be afloat and moored in Shepard’s Wharf Marina by 2100 on Thursday 31st July2008
18.0 Haul-Out Restrictions
18.1 Boats shall not be hauled out following 2100 hrs on Thursday 31st July during the regatta except with and according to the terms of prior written permission of the race committee.
19.0 Radio Communication
19.1 A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
20.0 Prizes
20.1 The presentation of prizes will take place at the Cowes Yacht Haven Event Centre at 1730pm on Friday 1st August.
20.2 Prizes will be awarded to - Overall 1st to 3rd
20.3 Other prizes may be awarded at the discretion of the Race Committee.
21.0 Disclaimer Of Liability
21.1 Competitors participate in the regatta entirely at their own risk. See Rule 4 - Decision to Race.
21.2 A boat is entirely responsible for its own safety, whether afloat or ashore, and nothing, whether in the Notice of Race or Sailing Instructions, or anywhere else, reduces this responsibility.
21.3 It is for the boat to decide whether it is fit to sail in the conditions in which it will find itself. By launching or going to sea, the boat confirms that it is fit for those conditions and that its crew is competent to sail and compete in them.
21.4 Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the race and the event, and include the Organising Authority, the Race Committee, the Race Officer, patrol boats and beach masters.
21.5 The provision of patrol boats does not relieve the boat of its responsibilities.
21.6 The boat is responsible to ensure that it is equipped and seaworthy so as to be able to face extremes of weather, that there is a crew sufficient in number, experience and fitness to withstand such weather, and that the safety equipment is properly maintained, stowed and in date and that the crew know how to use it.
21.7 The fact that the Race Committee and/or others conduct inspections of a boat does not reduce the responsibilities of the boat set out in this paragraph.
21.8 Whilst the helm of each boat will be responsible for all racing decisions, the boat owner or his representative aboard the boat will retain ultimate responsibility for the safe management of the vessel.
22. Insurance
22.1 Each participating boat shall be insured with valid third-party insurance with a minimum cover of £2million.
